NY offers “free tuition” as a scheme to retain young skilled people, but when they see through it, they realize they’re better off paying for a real school elsewhere. You must remain in the state after graduation for one year for each year of free tuition, so it functions almost like the military academy - you’ll start off years later than your peers, because you must work off your indentured servitude for four years in a state that has chased out many good jobs. After four years preparing fast food or working as a Wally World greeter, you can put your (probably obsolete) skills to work...
