Permit it to anyone who is not associated with a terrorist group. I'd say that groups like EO and Sandstorm (well known "international security consultants", Sandstorm uses mostly Ghurkas for ground work, EO is South African) would be better at it than anyone.

It would be more effective if the acceptance of the Letters were offered to citizens of Arab nations, and if there were a reward for intelligence, not just for apprehension and termination. Unlike pirates at see those folk are difficult to identify.

Problem:

Unlike pirates at see those folk are difficult to identify.

I trust our guys can make do.

By investing a little of their own money in bribes, our guys can hopefully get the "local" info they need to turn a substantial net profit on the Hunt.

If the reward is offered for concrete and material help, in return for certain transparency, and is coupled with American political asylum, I don't see how the recipient of the award can start his own terrorist organization.
