Dear liberty activist,
The Liberty Committee calls upon every U.S. citizen to support two pieces of legislation: The September 11 Marque and Reprisal Act of 2001 (H.R. 3076), and The Air Piracy Reprisal and Capture Act of 2001 (H.R. 3074). Both bills were introduced by Congressman Ron Paul (R-TX) on October 10, 2001.
Congressman Ron Paul has said that Congress can do more to fulfill its constitutional obligation of providing for the defense of our sovereign nation, and granting President Bush the authority to grant letters of marque and reprisal to capture or kill Osama bin Laden and his fellow terrorists is exactly what Congress should do.
Article I, Section 8, Clauses 10 and 11 of the U.S. Constitution grants Congress the power to define offenses against the law of nations and to authorize the use of nongovernmental persons or entities to capture those who commit those offenses.
H.R. 3076 would grant President Bush the authority to issue letters of marque and reprisal for the capture of those responsible for the September 11 attacks upon the United States. H.R. 3074 supports this effort by updating federal statutes to include piracy of the skies along with piracy of the high seas as violations of the law of nations deserving such serious reprisal.
Americans want Osama bin Laden and the other terrorists responsible for the attacks upon our sovereign nation to be captured or killed and using letters of marque and reprisal will be another weapon of war that President Bush can use to make that happen.

As you probably noticed, there is a great Question-and-Answer article about Marque and Reprisal on Liberty Committee's website. Re-iterates a lot of the points that we have been making here, but in more formal Congressional language. Pretty cool.
Thanks for staying on top of this, Demidog. You are really taking the original idea and running with it. Storm Orphan has already promised me a round of beers if I ever get back around Texas country; likewise, I think you're due a couple of cold ones if I ever get back that way, on me.
I'll sign the online petition immediately and will Call Rep. Dave Weldon's office Monday to express my support. He's not my Congressman, but his district is just a few hours up the road from south Florida (which is where I live now). Hopefully, he'll appreciate the call; I trust that every little bit helps.
And word on when the Congressional Printing office releases the text of the Bills?

As provided for in this legislation, bin Laden or one of his associates is an enemy belligerent charged with having committed acts of war against the United States contrary to the law of nations. Hence, neither he nor one of his associates is a prisoner of war, nor is he or one of his associates an ordinary criminal defendant. Rather, as an enemy belligerents, they are subject to American court-martial jurisdiction to be tried for violation of acts of piracy against the laws of nations and, if convicted, punishable by life imprisonment or by death.
Most excellent! This fills the biggest gap in our strategy. Foreign terrorists do not deserve the right to domestic trials. They have committed acts of war. I'm sending my support to Mr. Paul.

At this point I'm just waiting on the public release of the text of HR3074 and HR3076. Once that is out and I have had a chance to review it (and especially if we can get some statements of support from some of the other 17 Liberty Committee congressmen), I'll try to work it in to a conversation.
