Dear liberty activist,

The Liberty Committee calls upon every U.S. citizen to support two pieces of legislation: The September 11 Marque and Reprisal Act of 2001 (H.R. 3076), and The Air Piracy Reprisal and Capture Act of 2001 (H.R. 3074). Both bills were introduced by Congressman Ron Paul (R-TX) on October 10, 2001.

Congressman Ron Paul has said that Congress can do more to fulfill its constitutional obligation of providing for the defense of our sovereign nation, and granting President Bush the authority to grant letters of marque and reprisal to capture or kill Osama bin Laden and his fellow terrorists is exactly what Congress should do.

Article I, Section 8, Clauses 10 and 11 of the U.S. Constitution grants Congress the power to define offenses against the law of nations and to authorize the use of nongovernmental persons or entities to capture those who commit those offenses.

H.R. 3076 would grant President Bush the authority to issue letters of marque and reprisal for the capture of those responsible for the September 11 attacks upon the United States. H.R. 3074 supports this effort by updating federal statutes to include piracy of the skies along with piracy of the high seas as violations of the law of nations deserving such serious reprisal.

Americans want Osama bin Laden and the other terrorists responsible for the attacks upon our sovereign nation to be captured or killed and using letters of marque and reprisal will be another weapon of war that President Bush can use to make that happen.

American citizens can speed up the capture of bin Laden by telling their elected representatives to get this legislation moving now. I watched Ron Paul this morning on Fox & Friends, he did a great job. I've called my Congresscritter and asked him to support it.

In general the military cannot keep the bounty that it captures along with the enemy. Privateers can make a tremendous living capturing and stealing from terrorists. When our military is long gone from Afghanistan, this is a great remedy for terrorists who think that they can mess with us.

Was wondering if these letters of marque authorize private citizens to take ships out on the high seas and go after the enemy on their own, to keep whatever booty they may capture.

Privateers keep whatever they can get from the pirates. What do you think might be in bin Laden's bank accounts? He's reputed to be worth a quarter of a billion dollars. How many hackers do you need get at that dough?
