INVESTIGATORS THINK YEMINI MAN WAS MEANT TO BE 20th HIJACKER

Federal investigators say that they now believe a Yemeni citizen may have been meant to be the 20th hijacker on Sept. 11 but that he failed to get into the United States. The man, Ramzi Omar, also known as Ramsi Binalshibh, is the subject of a worldwide manhunt. The suspected ringleader of the hijackers, Mohamed Atta, tried three times to get Mr. Omar into the United States, The Associated Press reported.
Director Robert S. Mueller III of the F.B.I., briefing federal prosecutors on Wednesday, noted that of the four teams of hijackers, all had five members except the one on United Airlines Flight 93, which had four. The plane, which was believed to be headed toward Washington, crashed in a field in Stony Township, Pa., apparently after passengers struggled with the hijackers.
Earlier, law enforcement officials suggested that a French-Moroccan man being held in New York as a material witness, Zacarias Moussaoui, might have been the 20th hijacker. Last month, Vice President Dick Cheney indicated Mr. Moussaoui might have been meant to be part of the terrorist team that took command of Flight 93.
Mr. Mueller told prosecutors that there was no information on Mr. Moussaoui's computer linking him to the attacks, leading the authorities to consider other suspects. But, he said, they remain interested in Mr. Moussaoui, since they found information about crop-dusters and the dispersal of chemicals.
