Or the "Bad guys" could just do like a guy knew did and buy a full auto M-16 out of the back of a pickup truck with the motor running. He turned down the offer for the 40mm grenade laucher and HE shells.

Oh, c'mon now. He's a Really Bad Guy! The Good Guys and the Gubmint are just doing their best to keep us already-Bad Guys (you know, everybody without a Gubmint-issue Badge) from becoming Really Bad Guys. Because, as everybody knows, more and badder Guns in the hands of Bad Guys means there will be more Really Bad Guys.

Much of police use of weapons in America is "domestic disturbances." Or as some say,"phone booth fights." Tough to use even a pistol in such encounters. One officer gets attacked by drunken, wife-beating husband and suddenly the wife gets man at the cop for man-handling hubby and attacks him with butcher knife. Only escalates from there.

On the other hand would be nice to have a weapon such as you mentioned in the trunk. Many "sector supervisor cars" have increased firepower available.

Yes. But many were. As I recall,the Lott study did not mention (?) the "MAD MINUTE." This resulted in a MASSIVE expenditure of ammunition. Was it a necessity? Well,it sure worked in the Ia Drang Valley...
