Um..it's been YEARS since I took Latin, but I'm REALLY sure that it's actually "New Secular Order."

New World Order would be Nova Orda Terram (Cause I think Terra is feminine, etc....)

Although I suppose the argument could be made that the words might as well mean "New World Order"...
