My mother used to own a small apartment building in NYC. No longer. The only people who can profitably function as apartment owners in inner city areas are ones who are sufficiently "connected" that troublesome tenants are informed of the desirability of their moving, by finding body parts of the most undesirable tenant strewn through each of their apartments

"They" tend not to risk "themselves" to help "us"...

Sometimes this is because "us" are often hostile to police interference and scream 'brutality' when a rough suspect gets roughed up or shot dead. Lawsuits, retaliatory riots, and a clogged legal system prevent many of these sideline cops from effectively doing their jobs.

Here's something from the other Pittsburgh paper.

"More than 300 units are rented to people with housing vouchers or some other type of subsidy. Turner said the seven children identified in Wednesday's home invasion live in subsidized housing, while the women whose apartment was invaded do not."
