WASHINGTON -- Rep. Amo Houghton, R-31st District, who has waged a nearly two-year battle to save his seat from being axed by redistricting, says he won't back away from seeking re-election if matched against another incumbent in a district where he has a chance of winning.

He was the one who publicly stated DURING the impeachment hearings (before the evidence was presented) that he would not vote to impeach Clinton.
He is only slightly to the right, if at all, to Jeffords.
He often criticizes the party's conservative wing.
Even in NY, where RINOS are the rule, Houghton is major league.
