Could you could give us a link to your story about HUD?
As far as I know know, when it comes to residential property HUD is generally involved in reselling houses that had FHA mortgages that had to be foreclosed on. They sell to the general public, and in some special circumstances have a special program for police and teachers.
Now I'm not going to try and tell you that HUD hasn't (and doesn't) had it's share of corruption, but I just don't think they buy houses and resell them.
However, it's a big world, so I'm open to the possibility that I don't know about one of their programs. Link please?

They can approximate the fair market price by looking at what similar properties in the area have sold for, with or without the confiscation threat. I seem to recall that in some cases, like shopping malls, they've actually recognized much of the price inflation that was due to the project itself.
I've done a huge amount of renovation to my house since buying it a year and a half ago. I can imagine how angry I'd be if the County demanded it and failed to recognize the improvements. I'd be bitter for the rest of my life. But if they paid me a fair market price, I'd get over it.
The authors of the Constitution were masters of the English language. If they were certain of the need to limit land grabs to the circumstances that were most obvious to them at the time, I think they'd have written it without such open language.

Help me out. Why does the government need affordable housing in Arlington?Especially since only 2 years ago the Arlington County gov't permitted the razing of the entire Arna Valley housing complex so that nice condos could be built at the Glebe Rd. / I 395 interchange. I don't understand why they didn't eminent domain Arna Valley - which, I understand had 3000 people living in it --and just keep the housing in place.

*yawn* this type of thing has been happening like wildfire in upstate ny for the past 10 years and everyone just rolls over and hits the snooze button. nobody cares until all the productive members of society vote with their feet and the tax base drops to nil. like i said before, when you hear the buzz words such as "affordable housing, decentralizing poverty, concentration of poverty, metro gov't., sprawl," etc., run, don't walk to your local real estate office so that you can cut bait and scoot. in NYS there is NO fighting this. believe me, we all tried (in rottenchester) many, many times and most of us ended up just getting the h*!! out (even if it meant killing our once flawless credit rating).
now, in our fair city of rottenchester, you can count the NON-boarded up houses on one hand (through at least 5-6 blocks on a street).

What? This has only been up for two hours and not one statist cheerleader calling for the immediate burning and razing of the complex so that the government can have its way.
Maybe the statists are getting some common sense...nah, more likely still asleep.

yes they do. they do it through organizations such as housing authorities, housing counsels, neighborhood action groups, etc. i know this for a fact. i once worked for a housing authority and was very involved with the private landlords rights groups in my own personal life (a huge conflict, i realize). the city often bragged/laughed about how they:
1. take a private owner's property away for perceived "code violations" (the first step in being jacked via 'eminent domain')
2. put it in the name of a "neighborhood empowerment group"
3. receive gov't funding from HUD to fix up the house, i.e. slap some vinyl siding on it
4. resell it to some unsuspecting sucker who will pay 300 to 500% of what the property is really worth (we're talking asking price here folks, not payments with interest calculated in)
p.s., here in upstate NY, code violations can be anything from a loose siding board to a barking dog to an open air drug deal that happened to go down on the curb next to your property.

In recent years, they have been witholding homes from purchase by the general public and only selling to "affordable housing organizations" or actually keeping ownership of them and renting them to low income people. I was denied the opportunity to bid on or buy from the twice and that was the explaination given.

Chester County Pennsylvania and the City of Coastesville moved to take 7 properties by eminent domain. Seven properties in the next township I may add. One owner of 40+ acres refused to sell out. The land taking is for a
" golf course" and it has turned the area on end. A city in trouble hires and ousider town manager to fix a bad situation. He initiates the move for the golf course and recreation site that will save this crime and drug city. This golf course is to save the city and provide jobs. (seasonal ground keeper and mowers) We watch as the land owner spend a fortune on lawyers to keep his ground. We cannot believe this is happening to a land owner.

"Affordable" actually means "subsidized" - the builders get above market for their product and we pay the difference up front, then subsidize the residents' mortgage over time.
I live in an affordable house - one that I could afford to buy and pay the mortgage and taxes with my own money. It is small and I would say cheaply built. The subsidized houses in this area are larger and nicer than my affordable house.

Yes, just like I said. They listed the obvious, giving our representatives and indication of what they had in mind, but left it wide open for them (and us) to decide what was "needful". Of course that kind of power will be abused, but it's not unconstitutional.

The 'rats running Arlington only care about all white North Arlington. In a lotta ways they are straight-line descendants of the old klan 'rats of days of yore. When they approved the Arna Valley project, they agreed to allow the developer to cram in a lot more units if the developer agreed to reserve a certain number as "low-income" housing. Then they bought another apartment building and set it aside as low income housing. Never mind that the local schools are horrendously overcrowded with students packed into trailers on the playgrounds and traffic is already so congested it barely crawls along. Two of the board members got a letter published in the WP arguing it was absolutely necessary or "where would our servants and the restaurant help be able to live." The board has a cute answer to South Arlington's traffic congestion, too: light rail. Yep, just run a light rail line down along Route 1 between it and the existing metrorail line. That will take care of all the problems they created by rezoning pentagon city and potomac yards. Just remember, racially mixed south arlington only exists as a real estate tax cow to keep real estate tax rates low for the 'rat klan dems in north arlington.
