What I'm wondering more is ----have there been children killed in Tijuana in the past few years and could there be any DNA evidence on them. Chances are there are missing and killed children but the police over there probably didn't collect or handle the evidence. It's very likely he didn't want to face increased border checks and decided to risk committing his deeds on the US side.
