As a bill backed by the California Teachers Association seeks to expand union power, PRIs new study, Contract for Failure, reveals that teacher union contracts already control the majority of California classrooms, restrict the ability of elected school boards and principals to manage schools, and harm student achievement. Data is available for 460 California school districts.
