Bush widens authority of CIA to kill terrorists

WASHINGTON, D.C. -- The Bush administration has prepared a list of about two dozen terrorist leaders whom the CIA is authorized to kill if capture is impractical and civilian casualties can be minimized, senior military and intelligence officials said.
The previously undisclosed CIA list of targets includes Al-Qaida leader Osama bin Laden and his chief deputy, Ayman al-Zawahiri, and other principal figures from Al-Qaida and affiliated terrorist groups, the officials said.

With regard to unambiguously guilty, non-citizen terrorists...
Kill them, freeze their corpses and ship them to dog food manufacturers.
They hate dogs so much... Have no taste for them... Let the dogs decide for themselves whether or not to return the favor.
Market it as a 'special blend', at a premium price...
I'd buy a bag just to have the story to tell.

First of all - welcome newbie.
What would you have us do - sit back and let them hit us again just like they did several times during the Clinton years? It is because our intelligence agencies were greatly weakened during the clinton years that 9-11 happened in the first place. We were hit - what - four times before 9-11 and clinton did NOTHING. Our government is there, in part, to protect the American people and President Bush is seeing that it is done.

Still, some national security lawyers said the practice of drawing up lists of people who are subject to lethal force might blur the lines drawn by the government's ban on assassinations. That prohibition was first ordered by President Gerald Ford, and in the view of some lawyers, it applies not only to foreign leaders but also to civilians.It's time to rescind that stupid order.

To answer your question, the war on terrorism has already been directed against civilians who disagree with the administration's policies. Wellstone was assassinated by a UAV before the elections, the FBI has reconstituted COINTELPRO in an effort to disrupt minority PACs, and CIA has been secretly feeding Al Gore trace amounts of LSD for the past year or so. Authority to do all this is codified in a classified annex to the USAPATRIOT act declaring Bush Summus Imperator Dictatorque.
