Two comments. First it was the
MARVEL folks saying the X-Men were not human, while Uncle Sam said they were. Of course the issue is money. (I pity the poor schmuck who has to audit Logan!)
Second, this is the same law under which GI Joe was declared a doll. Don't laugh. My nieces agree. They have my nephews' Joes marrying their Barbies!
