Talk about pissing money down a hole. Who cares who gets it, it is wasted. And they have no right to give it anyway.
If this had been announced by a democrap, it would be ridiculed and vilified by all on this site. But since a republican, mainly George Bush, pulled it out of his ear, it is a great idea.

Africa Welcomes $15B From U.S. for AIDS
Some activists were concerned that the bulk of the money would be given directly to African governments many of whom have squandered previous aid instead of to the U.N.-administered global fund against AIDS... According to the White House, a total of $1 billion of the pledged money will go to the fund over five years. The remainder will go to private groups and governments to fund laboratories, train health workers and provide tests, education and medicine.

I thought President Bush made our own account separate from the U.N. 's so we dictate how it is spent and on the right causes- So I doubt he is cart blanche handing this cash over to the UN. Do we have to give 690 trillion before he 'allows us' to knock out a man worse than Hitler?
