Childe Youth and Families

The New Mexico Secretary of Children Youth & Families is proposing to instutue a new program for preventative child abuse. Under this program a social worker will do a home visit and home inspection of every new parent in New Mexico within 2 months of a child’s birth. Supposedly Vermont has instituted such a program and that it has reduced spouse abuse and sex abuse by 50 percent. Are there any Freepers who have any information on this?

Interesting. Is this mandatory or optional? Hawaii did something like this ("Healthy Start"?) in the late 80s, but I haven't heard much about it.

"...preventative child abuse."

What the hell is that? Abusing your child to prevent what, exactly?
