PORTLAND, Ore. (AP) -- The leader of Portland's biggest mosque sits on the board of an Islamic charity that's being investigated for terrorist links, federal tax records show. The Oregonian reported Tuesday that Alaa M. Abunijem has served on a three-person board in charge of the Michigan-based Islamic Assembly of North America since at least 1999, according to federal documents reviewed by the Portland newspaper. An FBI agent testified in an Idaho federal court last week that the bureau's evidence "clearly points" to the Islamic Assembly's role in promoting terrorism.
Abunijem and other directors of the Islamic Assembly have not been charged, and law enforcement officials will not say whether they are under investigation.
No one involved with the charity would comment for The Oregonian's story. Federal officials allege the Islamic Assembly used Web sites to invite prospective terrorists to take "commando training" and to provide Internet platforms for two of Osama bin Laden's spiritual advisers. Investigators are also examining whether the Michigan group moved money for at least two Islamic charities the federal government has designated as terrorist organizations, federal law enforcement officials said. The Islamic Assembly investigation is part of a continuing federal effort to disrupt terrorism financing funneled through charities. Since shortly after the Sept. 11 attacks, the government has investigated several Islamic charities across the country and shut down three it designated terrorist organizations. The Islamic Assembly is not one of the three. Abunijem, 30, is president of the Islamic Center of Portland, the Southwest Portland mosque also known as Masjed As-Saber. The imam, or religious leader of that mosque, Mohamed Abdirahman Kariye, pleaded guilty last month to two federal fraud charges. An Intel engineer, Abunijem has lived in the Portland area since 1999 and previously lived in Colorado and Texas. He served as vice president of the Portland mosque in 1998-1999, and then became president. Last year, he was named to the Portland Police Bureau's Arab and Muslim Advisory Council. On its Web site, the Islamic Assembly says its mission is to educate Muslims toward the "final goal of reviving the Islamic nation to its proper state and condition." The group says it helps American Muslims, "in understanding the implications of current events." To do that, the Islamic Assembly says it sells Islamic books, hosts conventions and runs a toll-free religious advice line. In 1999, the charity launched an Internet radio service, broadcasting two hours a day in three American cities. The FBI last month arrested an Idaho man, Sami Omar Al-Hussayen, who is accused of failing to disclose his activities on behalf of the Islamic Assembly, including managing the Web sites and routing money to the charity. The search warrant in Al-Hussayen's case said some of the Web sites he worked on, including those of the Islamic Assembly, "accommodated and facilitated terrorist violence against the United States. One posted article, written by an Islamic cleric thought to be a spiritual adviser to bin Laden, said suicide bombings were useful for, "inflicting the enemy with casualties or injuries by encouraging the Muslims to fight the enemy, or by weakening the enemy's resolve by showing them what a single man is capable of," the affidavit said.

AUGUST 17, 1998: (ANGRY PORTLAND PARTIERS HARASS POLICE CHIEF) Daniel Binns and his supporters protested the police action by rallying a crowd on Martin Luther King Jr. Boulevard and leading the people on a march that stopped in front of Police Chief Moose's house before continuing through the neighborhood. Officers fired beanbag projectiles at several members of the crowd when they would not disperse. Portland's politically-correct mayor Vera Katz, always on the side of the lawbreakers, asked the chief to present a detailed report on the incident at a city-council meeting--something she's never done before.

1999 late- 2000 early : (PORTLAND GETS A NEW POLICE CHIEF, MARK KROEKER) At first glance he wouldn’t pass muster with Portland’s “political correctness” gestapo. He fills no quotas. So how did a guy like Mark Kroeker get to be the police chief in a place so dominated by liberalism that it often referred to as the “People’s Republic of Portland.” More to the point, how long can he hope to last? Last winter as Y2K approached and the whole world was bracing for computers to crash, toilets to back up and the power grid to blow out; the city of Portland announced its choice to fill the power vacuum in the chief’s spot. Mark Kroeker, 55, a 35 year police veteran and former Deputy Chief in Los Angeles, was the person chosen to succeed Charles Moose. Moose had gone on to greener pastures in Virginia in what looked curiously like a “jump before you’re pushed” situation.The choice was a bit of a surprise. After all, Kroeker was preceded in the chief’s spot by an African American man and before that a woman. It was clear that, in the name of diversity, the city mothers and fathers wanted someone who could serve Portland well, but who could fill a quota, too. After three weeks of focus groups with community members from special interest groups — from the head of “Cop Watch” to the police union to the head of the gay and lesbian task force — and after a national search by a California firm; and vetting by a “Blue Ribbon” panel; three candidates emerged. Eventually Portland found what it was looking for: an experienced, polished, politically astute, heterosexual, religious white guy? Who would have guessed? Kroeker has also felt the sting of intolerance about his faith since he’s come to Portland. His Christian beliefs preceded him. Al-Badr Al Hazmi, 34, of San Antonio, was in FBI custody undergoing questioning Wednesday. Sources said his credit card was used to buy a ticket for one of the terrorist flights that crashed into the World Trade Center in New York, and now the FBI is looking into tickets he may have purchased for an upcoming flight to Portland. Al Hazmi booked a trip for up to five people from San Antonio, through Denver and on to Portland for Saturday, September 22, 2001 sources told KGW. ". From a freeper: Although initially Police Chief Kroeker took the heat for the decision, the refusal to conduct the investigation had Mayor Katz's fingerprints all over it. Even after Oregon's Attorney General Hardy Myers and Multnomah County District Attorney Mike Shrunk concluded that the Portland City Attorney was wrong, and that police questioning of foreigners would not violate Oregon law, despite a tidal wave of public criticism of the city's decision, Mayor Katz refused to back down. In an editorial, even The Oregonian disagreed with Katz and Rogers. In political terms, it is apparent from her refusal to rethink her position, that the Mayor is unfamiliar with the concept "Cut your losses."
