As the Boy Scouts of America Motto says "BE PREPARED"
This is simply the very basics of what to do in each "security color condition".
I am doing research into more specifics on what a community must do, what a neighborhood need to do, and what YOU MUST DO if / when we get to CONDITION RED.

What in the world do these "terrorism threat" color codes mean?

Are we going to be attacked with paintball guns? If the threat of terrorism wasn't enough to make you insane, just figuring out the warnings could!

Relax, it's really not all that complicated! Here's a list to help you decode the rainbow and figure out what you should be doing at each level.

Green - Low Condition
Low risk of terrorist attacks. The following Protective Measures may be applied:
  • Refining and exercising preplanned Protective Measures
  • Ensuring personnel receive training on HSAS, departmental, or agency-specific Protective Measures; and
  • Regularly assessing facilities for vulnerabilities and taking measures to reduce them.

You Should:
  • Obtain a copy of Terrorism: Preparing for the Unexpected from your local Red Cross.
  • Develop a personal disaster plan and disaster supply kit using that brochure
  • Examine volunteer opportunities in your community; choose and agency to volunteer with and receive initial training
  • Take a Red Cross CPR/AED and first aid course

Blue - Guarded Condition
General risk of terrorist attack. In addition to the previously outlined Protective Measures, the following may be applied:
  • Checking communications with designated emergency response or command locations;
  • Reviewing and updating emergency response procedures; and Providing the public with necessary information.

You Should:
  • Complete recommended actions at lower levels
  • Be alert or suspicious activities and report it to proper authorities
  • Review stored disaster supplies and replace items that are outdated
  • Develop emergency communication plan with family/neighbors/friends
  • Provide volunteer services and take advantage of additional volunteer training opportunities

Yellow - Elevated Condition
Significant risk of terrorist attacks. In addition to the previously outlined Protective Measures, the following may be applied:
  • Increasing surveillance of critical locations;
  • Coordinating emergency plans with nearby jurisdictions;
  • Assessing further refinement of Protective Measures within the context of the current threat information; and
  • Implementing, as appropriate, contingency and emergency response plans.

You Should:
  • Complete recommended actions at lower levels
  • Be alert to suspicious activity and report it to proper authorities
  • Ensure disaster supplies kit is stocked and ready
  • Check telephone numbers and e-mail addresses in your personal communication plan and update as necessary
  • Develop alternate routes to/from work/school and practice them.
  • Continue to provide volunteer services

Orange - High Condition
Orange High risk of terrorist attacks. In addition to the previously outlined Protective Measures, the following may be applied:
  • Coordinating necessary security efforts with armed forces or law enforcement agencies;
  • Taking additional precaution at public events;
  • Preparing to work at an alternate site or with a dispersed workforce; and Restricting access to essential personnel only.

You Should:
  • Complete recommended actions at lower levels
  • Be alert to suspicious activity and report it to the proper authorities
  • Review your person disaster plan
  • Exercise caution when traveling
  • Have shelter in place and materials on hand according to procedure in Terrorism: Preparing for the Unexpected brochure.
  • If a need is announced, donate blood at a designated blood collection center
  • Prior to volunteering, contact agency to determine their needs

Red - Severe Condition
Severe risk of terrorist attacks. In addition to the previously outlined Protective Measures, the following may be applied:
  • Assigning emergency response personnel and pre-positioning specially trained teams; Monitoring, redirecting or constraining transportation systems;
  • Closing public and government facilities; and
  • Increasing or redirecting personnel to address critical emergency needs.

You Should:
  • Complete recommended actions at lower levels
  • Be alert to suspicious activity and report it to the proper authorities
  • Contact your work place to determine status of work day
  • Adhere to any travel restrictions announced by local government authorities
  • Be prepared to shelter in place or evacuate if instructed to do so by local government authorities
  • Provide volunteer services only as requested

People are trusted to understand a f'kn stop light - but in the case of HS they act like they don't understand green is good, red is bad, and the colors in-between are a progression of severity.

You 'dissin' my town, HS?? I will admit that some (?) of our citizens are a bit...hmmmm...'slow on the uptake' but their hearts are good. ;>)

What I am finding out is that MOST of the towns/cities do NOT have any plan in case of a level RED alert.

We have one of the main Nerve Gas storage areas less than 100 miles from here, so if there is a problem, and the winds from the right direction, it could hit here too.

There was supposed to be a HazMat training class here in Hot Springs not long ago .... I found out that there was NO representation from: Police, Fire, Legal, etc! They ALL have their heads stuck up their A**!
