being attached to another unit is almost the same as being in that unit, it's just a technicallity.
You're always with that unit, train with that unit, work with that unit. It's just that the engineers are all in one unit, but they're all loaned out (attached) to other units...like...artillery units get commo guys attached to them, tank drivers attached to them, etc...
make sense?
