Certainly releasing it in the general population of your own country it the optimal dispersal strategy - if you're a moron. Almost a good argument, but I wouldn't put anything past the Chinese. Life is very cheap to them. That has been proven time and again throughout their history.

The age of 40 seems to be the healthy adult cut off line for survival with this bug.

Death rate seems kind of wimpy for a bioweapon. Too early to draw that conclusion. The death rate statistic is misleading. Some of the people who are infected are going to die from it. They just haven't died yet.
