D’Estaing concedes that convincing the rich countries (i.e., you-know-who) that they should be fleeced by a global taxing authority through the United Nations will be a hard sell. But he says it is necessary in the interest of social justice, and correcting past imbalances. Gore would have signed this just to get along.
