This is something I simply can't understand.
Spammers will send their crap only in order to receive replies that they can exploit.
I would be willing to pay for a clearing house where spam can be forwarded instantly, and the slimebuckets caught while waiting for their first replies.
If the spammers are foreign, and their ISP banned from the net, I suspect some serious attention to the problem would follow.
Serious jail time is the only answer.
