An American citizen who secretely helped negotiate the surrender of deputy Prime Minister Tariq Aziz says he is working on the surrender of Aziz Salih Numan,the Iraqi governor during the 1990-91 occupation of Kuwait. The American said he is also in talks about other potential surrenders of regime officials,including Saddam Hussein's two sons.
