Legal is defined by Laws. Zoning codes are laws. All property cannot be used the same ways since societies have always determined how it can be used. Otherwise anarchy and chaos is the result.

Society is impossible without law and has been around long before socialism. Though I realize that libertarians blur all distinctions to pretend that W is a socialist, a capitalist economy is socialist. Representative government a tyranny. Taxation is theft.
