After years of hoping for reform to ease their tax burden, mutual-fund shareowners now have a promising proposal. The bill would be an obvious boon for fund investors, but there's a question on whether it would be best for the country.

It makes sense for mutual fund owners should also only pay the capital gains tax, when they sell their fund, rather than every year, sometimes adding insult to injury, when the fund loses money and they have to pay taxes on "gains".
