The reason he is fumbling words and hesitating so much it that he is trying to remember all the lies hes told. The truth comes off the top of your head, lies you have to think about.

Yes. Furthermore, when you listen to him or read a transcript of any of his speeches, he really does not make sense. No discernable sentence structure, jumps from one partially completed thought to another. His manner of speaking is reflective of his presidency, where he never had any firm goals or plans and would constantly start things or talk about starting things, but never finish anything.
