Last year, Davis vetoed a Firebaugh bill intended to increase the board's diversity, saying it would limit his flexibility to make appointments.... Since then, Davis has named two Latinos and an African American with backgrounds in labor and community activism.

CA state law require legislative mandates on the schools be paid for by the state. One assemblyman is pushing a bill that would mandate clean bathrooms with toilet paper since the schools have a hard time providing this to students.

This would require the state to pay for the schools bathrooms! Good system. The school districts renege on their responsibilities till some outraged legislator rolls out a bill and then the schools get to bill the state! Meanwhile, the "cost" of the bill to the state is never considered by the legislators. Basically, the state is raising expenditures without even discussion of what they are doing; till now.
