I think you raise an interesting issue regarding God's will and the receptive vs non-receptive nature of man. You and I both accept that God's will doesn't always win out in the short term. 1930s Germany is a prime example. I would submit that the terrorists may be touched by the Holy Spirit inside, but their rejection of it's past attempts has made them hardly capable of listening now.

As time goes by I believe that this condition will infect more of the world's populace. When it reaches the point that the righteous cannot survive the massive numbers of people no longer willing or capable of hearing the Holy Spirit, then God will come to the rescue.

The Great Controversy will be over.

This is part of the reason I view with increasing interest the deteriation of support for Israel in Europe. If this trend does not reverse, it can mean only one thing. More and more minds are becoming incapable of hearing and responding favorably to the Holy Spirit, as it seeks to convict them that terrorism is always wrong and responding to it is always right. We must counter evil or watch in envolop us.
