My guess is you have no concept of how long it takes to build and start-up a steel mill or other large manufacturering facility. Probaly he thinks it is very easy - you persuade shareholders/investors that they will make a lot of money on relocation, you tell the workers to train their replacement and you get tax break from the government.

I agree with your entire post. While I don't want the government telling private businesses how to operate, we also have to consider these people have families to take care of. And small government doesn't seem all that great when you worry about feeding your kids 6 months from now.
