Communist Goals (1963)
Documention below

Congressional Record--Appendix, pp. A34-A35

January 10, 1963

Current Communist Goals

EXTENSION OF REMARKS OF HON. A. S. HERLONG, JR. OF FLORIDA

IN THE HOUSE OF REPRESENTATIVES

Thursday, January 10, 1963

Mr. HERLONG. Mr. Speaker, Mrs. Patricia Nordman of De Land, Fla., is an ardent and articulate opponent of communism, and until recently published the De Land Courier, which she dedicated to the purpose of alerting the public to the dangers of communism in America.

At Mrs. Nordman's request, I include in the RECORD, under unanimous consent, the following "Current Communist Goals," which she identifies as an excerpt from "The Naked Communist," by Cleon Skousen:

[From "The Naked Communist," by Cleon Skousen]

CURRENT COMMUNIST GOALS

1. U.S. acceptance of coexistence as the only alternative to atomic war.

2. U.S. willingness to capitulate in preference to engaging in atomic war.

3. Develop the illusion that total disarmament [by] the United States would be a demonstration of moral strength.

4. Permit free trade between all nations regardless of Communist affiliation and regardless of whether or not items could be used for war.

5. Extension of long-term loans to Russia and Soviet satellites.

6. Provide American aid to all nations regardless of Communist domination.

7. Grant recognition of Red China. Admission of Red China to the U.N.

8. Set up East and West Germany as separate states in spite of Khrushchev's promise in 1955 to settle the German question by free elections under supervision of the U.N.

9. Prolong the conferences to ban atomic tests because the United States has agreed to suspend tests as long as negotiations are in progress.

10. Allow all Soviet satellites individual representation in the U.N.

11. Promote the U.N. as the only hope for mankind. If its charter is rewritten, demand that it be set up as a one-world government with its own independent armed forces. (Some Communist leaders believe the world can be taken over as easily by the U.N. as by Moscow. Sometimes these two centers compete with each other as they are now doing in the Congo.)

12. Resist any attempt to outlaw the Communist Party.

13. Do away with all loyalty oaths.

14. Continue giving Russia access to the U.S. Patent Office.

15. Capture one or both of the political parties in the United States.

16. Use technical decisions of the courts to weaken basic American institutions by claiming their activities violate civil rights.

17. Get control of the schools. Use them as transmission belts for socialism and current Communist propaganda. Soften the curriculum. Get control of teachers' associations. Put the party line in textbooks.

18. Gain control of all student newspapers.

19. Use student riots to foment public protests against programs or organizations which are under Communist attack.

20. Infiltrate the press. Get control of book-review assignments, editorial writing, policymaking positions.

21. Gain control of key positions in radio, TV, and motion pictures.

22. Continue discrediting American culture by degrading all forms of artistic expression. An American Communist cell was told to "eliminate all good sculpture from parks and buildings, substitute shapeless, awkward and meaningless forms."

23. Control art critics and directors of art museums. "Our plan is to promote ugliness, repulsive, meaningless art."

24. Eliminate all laws governing obscenity by calling them "censorship" and a violation of free speech and free press.

25. Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio, and TV.

26. Present homosexuality, degeneracy and promiscuity as "normal, natural, healthy."

27. Infiltrate the churches and replace revealed religion with "social" religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a "religious crutch."

28. Eliminate prayer or any phase of religious expression in the schools on the ground that it violates the principle of "separation of church and state."

29. Discredit the American Constitution by calling it inadequate, old-fashioned, out of step with modern needs, a hindrance to cooperation between nations on a worldwide basis.

30. Discredit the American Founding Fathers. Present them as selfish aristocrats who had no concern for the "common man."

31. Belittle all forms of American culture and discourage the teaching of American history on the ground that it was only a minor part of the "big picture." Give more emphasis to Russian history since the Communists took over.

32. Support any socialist movement to give centralized control over any part of the culture--education, social agencies, welfare programs, mental health clinics, etc.

33. Eliminate all laws or procedures which interfere with the operation of the Communist apparatus.

34. Eliminate the House Committee on Un-American Activities.

35. Discredit and eventually dismantle the FBI.

36. Infiltrate and gain control of more unions.

37. Infiltrate and gain control of big business.

38. Transfer some of the powers of arrest from the police to social agencies. Treat all behavioral problems as psychiatric disorders which no one but psychiatrists can understand [or treat].

39. Dominate the psychiatric profession and use mental health laws as a means of gaining coercive control over those who oppose Communist goals.

40. Discredit the family as an institution. Encourage promiscuity and easy divorce.

41. Emphasize the need to raise children away from the negative influence of parents. Attribute prejudices, mental blocks and retarding of children to suppressive influence of parents.

42. Create the impression that violence and insurrection are legitimate aspects of the American tradition; that students and special-interest groups should rise up and use ["]united force["] to solve economic, political or social problems.

43. Overthrow all colonial governments before native populations are ready for self-government.

44. Internationalize the Panama Canal.

45. Repeal the Connally reservation so the United States cannot prevent the World Court from seizing jurisdiction [over domestic problems. Give the World Court jurisdiction] over nations and individuals alike.

China Waging War on Space-Based Weapons***The importance the PLA attaches to space technology was stated most succinctly in a Dec. 12, 2001, article posted on the PLA Web site: "Whoever has control [or "hegemony"] over space will also have the ability to help or hinder and affect 'ground' mobility and air, sea and space combat." The article, dramatically entitled "The Weaponization of Space--A Call to the Danger," (search) dutifully calls for the "peace-loving nations and peoples of the world" to oppose this weaponization.

But a decade's-worth of technical articles in Chinese science digests discussing how to fight a war in space and analyzing U.S. strengths and vulnerability make it clear that Beijing has a long-running military program designed to challenge America's dominance in--and dependence on--space.

China's Technology Research Academy (search), for example, has been developing an advanced anti-satellite weapon called a "piggyback satellite." (search) The system is designed to seek out an enemy satellite (or space station or space-based laser) and attach itself like a parasite, either jamming the enemy's communications or physically destroying the unit.

The PLA also is experimenting with other types of satellite killers: land-based, directed-energy weapons and "micro-satellites" (search) that can be used as kinetic energy weapons. According to the latest (July 2003) assessment by the U.S. Defense Department, China will probably be able to field a direct-ascent anti-satellite system (search) in the next two to six years.

Such weapons would directly threaten what many believe would be America's best form of ballistic-missile defense: a system of space-based surveillance and tracking sensors, connected with land-based sensors and space-based missile interceptors. Such a system could negate any Chinese missile attack on the U.S. homeland.

China may be a long way from contemplating a ballistic missile attack on the U.S. homeland. But deployment of American space-based interceptors also would negate the missiles China is refitting to threaten Taiwan and U.S. bases in Okinawa and Guam. And there's the rub, as far as the PLA is concerned.

Clearly, Beijing's draft treaty to ban deployment of space-based weapons is merely a delaying tactic aimed at hampering American progress on ballistic-missile defense while its own scientists develop effective countermeasures.

What Beijing hopes to gain from this approach is the ability to disrupt American battlefield awareness--and its command and control operations--and to deny the U.S. access to the waters around China and Taiwan should the issue of Taiwan's sovereignty lead to conflict between the two Chinas.

China's military thinkers are probably correct: The weaponization of space is inevitable. And it's abundantly clear that, draft treaties and pious rhetoric notwithstanding, they're doing everything possible to position themselves for dominance in space. That's worth keeping in mind the next time they exhort "peace-loving nations" to stay grounded.***

SORRY STATE (Communist, Nationalist, and Dangerous)

*** OBSTACLES TO EMPIRE

The grand project of restoring and Sinifying the Manchu dominions has unfortunately met three stumbling blocks. The first was Outer Mongolia, from which the Chinese garrison was expelled following the collapse of Manchu rule. The country declared independence in 1921 under Soviet auspices, and that independence was recognized by Chiang Kai-shek's government in 1945, in return for Soviet recognition of themselves as the "the Central Government of China." Mao seems not to have been very happy about this. In 1954, he asked the Soviets to "return" Outer Mongolia. I do not know the position of China's current government towards Outer Mongolia, but I should not be surprised to learn that somewhere in the filling cabinets of China's defense ministry is a detailed plan for restoring Outer Mongolia to the warm embrace of the Motherland, as soon as a suitable opportunity presents itself.

The second is Taiwan. No Chinese Imperial dynasty paid the least attention to Taiwan, or bothered to claim it. The Manchus did, though, in 1683, and ruled it in a desultory way, as a prefecture of Fujian Province, until 1887, when it was upgraded to a province in its own right. Eight years later it was ceded to Japan, whose property it remained until 1945. In its entire history, it has been ruled by Chinese people seated in China's capital for less than four years. China's current attitudes to Taiwan are, I think, pretty well known.

And the third stumbling block to the restoration of China's greatness is…….the United States. To the modern Chinese way of thinking, China's proper sphere of influence encompasses all of East Asia and the western Pacific. This does not mean that they necessarily want to invade and subjugate all the nations of that region, though they certainly do want to do just that to Taiwan and some groups of smaller islands. For Japan, Korea, the Philippines, Micronesia, etc., the old imperial-suzerainty model would do well enough, at least in the short term. These places could conduct their own internal affairs, so long as they acknowledged the overlordship of Beijing, and, above all, did not enter into alliances, nor even close friendships, with other powers.

Which, of course, too many of them have done, the competitor power in every case being the U.S. It is impossible to overstate how angry it makes the Chinese to think about all those American troops in Japan, Korea, and Guam, together with the U.S. Seventh Fleet steaming up and down in "Chinese" waters, and electronic reconnaissance planes like the EP-3 brought down on April 1 operating within listening distance of the mainland. If you tackle Chinese people on this, they usually say: "How would you feel if there were Chinese troops in Mexico and Jamaica, and Chinese planes flying up and down your coasts?" Leaving aside the fact that front companies for the Beijing regime now control both ends of the Panama Canal, as well as Freeport in the Bahamas, the answer is that the United States is a democracy of free people, whose government derives its just powers from the consent of the governed, so that the wider America's influence spreads, the better for humanity: while China is a corrupt, brutish, and lawless despotism, the close containment of which is a pressing interest for the whole human race. One cannot, of course, expect Chinese people to be very receptive to this answer.

Or, indeed, to anything much we have to say on the subject of their increasing militant and assertive nationalism. We simply have no leverage here. It is no use trying to pretend that this is the face-saving ideology of a small leadership group, forced on an unwilling populace at gunpoint. The Chinese people respond eagerly to these ultra-nationalist appeals: That is precisely why the leadership makes them. Resentment of the U.S., and a determination to enforce Chinese hegemony in Asia, are well-nigh universal among modern mainland Chinese. These emotions trump any desire for constitutional government, however much people dislike the current regime for its corruption and incompetence. Find a mainlander, preferably one under the age of thirty, and ask him which of the following he would prefer: for the Communists to stay in power indefinitely, unreformed, but in full control of the "three T's" (Tibet, Turkestan, Taiwan); or a democratic, constitutional government without the three T's. His answer will depress you. You can even try this unhappy little experiment with dissidents: same answer.

Is there anything we can do about all this? One thing only. We must understand clearly that there will be lasting peace in East Asia when, and only when, China abandons her atavistic fantasies of imperial hegemony, withdraws her armies from the 2 million square miles of other people's territory they currently occupy, and gets herself a democratic government under a rule of law. Until that day comes, if it ever does, the danger of war will be a constant in relations between China and the world beyond the Wall, as recent events in the South China Sea have illustrated. Free nations, under the indispensable leadership of the United States, must in the meantime struggle to maintain peace, using the one, single, and only method that wretched humanity, in all its millennia of experience, has so far been able to devise for that purpose: Qui desiderat pacem, praeparet bellum.***

Anything can be entered in the congressional record (and often is) I don't doubt the aims, but what is the provenance of the list - sounds like our good representative lifted them from the book "the naked communist" - anyone know anything about the author of the book and where this list ultimately came from and all that?

Can't we just make this a permenant thread somewhere so it won't be posted every three or four weeks?

Not to deflate anyone's zeal for red-hunting, but some people really need to get a clue. It's not like this list was discovered as a secret agenda of the Communist Party. It was taken from a book that was an unabashed polemic of communism. It may or may not be incorrect, but probably coincidentally and inadvertently so.

No one would take at face value a polemic written by the National Organization of Women about the Religious Right, so why take at face value a polemic about communists? Are you willing to suspend your usual discernment simply because of a repulsion toward communists?

It's highly unlikely that any communist spelled out such a blatant agenda.

If you will read the reports of Congressional hearings together with available books by ex-Communists, you will find all of these Communist objectives in detail. You will come to understand how many well meaning citizens have become involved in pushing forward the Communist program without realizing it. They became converted to Communist objectives because they accepted superficial Communist slogans. Soon they were thinking precisely the way the Commies wanted them to think.

The biggest mistake of the West has been allowin itself to drift into a state of mental stagnation, apathy, and inaction. We have been thinking the way Commies want us to think. Our founding fathers would be alarmed to learn how confused many of our people have become over such fundamental problems as coexistence, disarmament, free trade, UN, recognition of Red China, etc. Instead of maintaining a state of intellectual vigilance we have taken Communist slogans as the major premise for too many of our conclusions. These are all part of the campaign to soften America for the Final Takeover. It should be kept in mind that many loyal Americans are working for these same objectives because they are not aware that these obj. are designed to destroy us.

And they will become as "USEFUL IDIOTS" to our cause.

And they will find greatness in our struggle.

And they will see Lenin and Stalin as gods among men.

Dr. W. Cleon Skousen has had a rich and multifaceted life. He was an FBI agent for many years, then the police chief of Salt Lake City, Utah, author of over 30 books and a full professor at Brigham Young University. After retiring he founded the National Center for Constitutional Studies, the nation’s leading organization in teaching seminars on the Founding Fathers and the U.S. Constitution. These courses were solid, scholarly and conservative (The text is a hefty seven pounds.)

Now ninety, he still writes a column and heads up a close-knit family of eight children and 50 grandchildren.

And here's a tribute from his nephew, Mark Skousen, the well-known conservative author, describing how his uncle influenced the writing of his famous economics text. Fascinating!

Aha! Good stuff, his resume should precede the list? Part of the problem with stuff like this is the enemy will try to discredit the source - looks like this guy has all his duckies in a row. I'll have to see if I can find a copy of his book.

"Instead of maintaining a state of intellectual vigilance we have taken Communist slogans as the major premise for too many of our conclusions"

And instead of maintaining a state of self sufficiency, we have become a nation that supplies itself from a communist warehouse and a nation that is funding the military build-up of an ideology that seeks our destruction.

It is highly unlikely that any Communist would have written down this entire list. Because they did not, does not mean that there is no list. I doubt very seriously if Saddam wrote down his every evil intention and the means to carry out the same. Again, this does not belie their existence. Because things cannot be proven empirically does not mean that they do not exist, or should be ignored.

The majority of people on this forum agree that many of our fellow Americans have been "useful idiots" of the Communists or radical liberals (whatever you wish to call them), but cannot consider that perhaps the Communists themselves, are merely useful idiots

Each of those listed above aims to take away individual liberty and surplant it with gov't control. My biggest fear is that when talking with many so called "common folk" that these things have crept into the lexicon of debate and discussion.

I believe firmly that the underlying premise behind many liberal and communist ideas is the idea that we are essentially property of the state and have no "god given" rights that are justifiably defended by arms and blood. Whether it is the gay agenda or the anti-christian lawsuits by the ACLU, it seems plainly obvious to me that many Americans have been so dupted by their own ignorance that, as written above, they have been pushing forward the communist agenda and program.

You know, "The Communist Manifesto" (Karl MARX?) is one of those books I've been meaning to actually read, but as of yet have not gotten around to it.

I've been like a lot of folks are towards the Bible; always quoting stuff reputedly contained therein without actually reading the entire document for myself.

Well, I read the Bible years ago from Genesis to Revalation, and found a lot of stuff I never knew about, failed to find some things I was pretty certain were supposed to be in there, and opened up some very powerful and life-changing forces within my psyche and Spirit that I never knew had even existed previously.

Although I don't expect anything like that from the "Manifesto", I suppose that if I'm going to have any intellectual credibility as a Polemic (I just looked that up in the Dictionary, BTW, and 'Yazoo!!!'; I ARE one!) I'd better get my Marx together, eh?

I'll have to check, but I have long been under the impression that most if not all of this "recipe for World domination" comes right from the pen of old Karl himself.

The essence is, to my understanding, to acquire control of the target Civilization's key institutions (Schools, media, Labor Unions, political Parties etc.) via insiduous and patient infiltrtation of leadership positions within these institutions followed by selective discrimination in staffing (any Conservative Republican Social Workers out there? How many Public Schrool Administrators voted for GWB?
I rest my case...).

Something this list leaves off but I'm confident is in there someplace, is the domination and manipulation of language. We see the DNC doing this all the time, as so aptly demonstrated by Herr Klinton of the previous Syndicate... err... "Administration".

How do you define "Is", anyway?

One thing I learned in College (Majored in Human Services, no less) was that a Culture is defined largely by it's common language, almost as much as by it's dominant Religion.

"Words mean things", as Rush so often reminds us, and by subtly altering the definition of words and phrases, virtues can be transformed into vices, and vice versa.

The foundational reticulum of a Society - it's commonly shared moral and ethical standards - can thus be broken down quite effectively.

As they pretty much have been.

Examples include "Pro Choice"; all very positive and uplifting, no?

Or calling the "Tower of Babel" strategy whereby the cultural commonality of language and the unity it engenders is broken up, thereby causing the integrity and identity of the civilization that has developed around it to be fragmented and disarticulated; "Diversity".

How many languages are the California Re-Call Election Ballots going to be printed in?

And how long does a Hospital have to find an Interpreter for any customer who comes in the door (irregardless of whether they have any means or intention of paying for services) speaking any language on Earth before they get sued for millions of dollars?

I think it's about 20 minutes, but you could check on that.

Aren't we all so "Special" now that we are "Diverse" and "Tolerant"?

Oh yes; the other "key institution" that the posted list seems to leave off is the Judicial and Legal system.

Which Political Party is willing to stalemate American Government via a Constitutionally questionable fillibuster during a time of War in order to prevent any Judicial Nominee they do not have absolute control over ("Radical right Wing Extremists!") from being appointed to the Federal Bench?

Correct me if I'm wrong here, but isnt' it the same Party that is the benificiary of significant financial support from the American Bar and Trial Lawyers Associations?

Oh yes; didn't they also enjoy significant financial gain from a bunch of Bhuddist "Monks" a while back, whose multiple $10,000 maximum individual contribution checks were all covered by (indirectly of course) the PLA?

And under whose Syndi...(oops; sorry!};>) "Administration" was the penetration of Security at Los Alamos "total" and missle guidance technology provided to the very same PLA who is repudedly now using that same technology to target both Taiwan and the Continental US?

I'm starting to see a certain pattern developing here; do you?

Of course I'm not too thrilled by "Republican" largesse to the PRC either; "Most Favored Nation" trading status is a prize that I'm sure did not come cheaply to the Chicoms, and I could not begin to prove that all of the checks over the years were made out exclusively to the DNC or it's Candidates.

Forfiture or suspension of that coveted status was not even mentioned officially, (at least not publicly) as I recall, during that episode with the P-3-something airplane they hijacked and held for a number of days (or was it weeks?); so China could probably nuke us and still have uninterrupted, permanent MFNTS with the American survivors... if they can find any.

I seriously wonder if many (if any) of the suit pockets in Washington don't have a little red fortune cookie or two in 'em at this point.

Wasn't it Jimmuh Cahter who essentially gave the Panama Canal away to the Chicoms? How clever of him if he did.
It seems that we were told that our big, modern Aircraft Carriers would not fit through it any more, so it was no longer strategically needed.

Do we have any Admirals out there who could speak to that argument?

Isn't there a US Naval Base in California that was nearly deeded over to the PRC under Klintoon?

Can anyone check and see how many of our Strategic Oil Reserves the Chinese now own?
I, for one, would be interested to know.

And how are they coming on that "SQVALL" supersonic hypercavitating torpedo that's supposed to be able to take out an entire US Carrier Battle Group in the course of an afternoon? We have not heard much about that lately, but the last I knew they were working hard on it.

Gee; what's going to happen to all of our McDonalds and Wal-Marts over in China after the Chicom missile batteries open up on Taiwan?
Do you suppose they'll all be nationalized after the mask comes off of the Dragon?

Stay tuned!

It's being done by the same people, who are just calling themselves different names now, like: progressive, liberal, democratic socialist, democrat, etc.

The original source material for #22 and #23 above can be found in ART OR ANARCHY, by Huntington Hartford, Doubleday, 1964. This is an amusing rant against abstract expressionism. The author quotes at length from a letter to Wheeler Williams, former president of the National Sculpture Society. The writer was said to be the secretary of a Communist cell who shared his/her notes from some very interesting meetings:

"Inspirational art must be discredited . . . insane, ugly, revolting art must be substituted.

"Art is the highest expression of national spirit and ideals; destroy art---you break down morals, speed internal disintegration, destroy faith in (your) own culture."

In 1932, Stalin directed the Communist Party apparatus in the U.S. to "cultivate the ugly, futuristic and aberrant in art, literature, the drama and music. Every sick-brained fanatic must be used, every talented artist must be discouraged. Control all juries of selection, but by a bare majority. Never shut out the regulars entirely. Give the prizes to the worst, most hideous and worthless paintings or sculpture in the show. Keep rational art out of all public exhibitions, allow only empty or distorted art to be shown in museums, dealers' exhibits. Eliminate all good sculpture from parks and buildings, substitute shapeless, awkward and meaningless forms.

"It is astonishing what we have been able to get away with. Even our most experienced experts directing operations can scarcely believe it. No good citizen wants to be the first to step up and protest! It is almost a shame to take advantage of these silly, cowardly people."

The author goes on for a few more paragraphs but you get the picture.

Numbers 40 and 41 are surely in place today – #41 is one of Hillary’s favorite approaches. The impeached rapist was whole heartedly favor of # 45.

The American people will never knowingly adopt socialism,
but under the name of liberalism they will adopt every fragment of the socialist program until one day America will be a socialist nation
without ever knowing how it happened----

tdadams,

I have shared my own experiences with communism with Cleon Skousen and with Professor Fred Schwartz "You can Always trust a Communist....to be a Communist" I know what they say runs counter to your interpretation of polemic, but is hard cold accurate. Communists tend to repeat, recycle the same old stuff. I have dealt with communists who bluntly tell me the same things Skousan mentions.

I see the need for repetitious exposure of their goals so long as they repeat their techniques.

People who live these experiences tend not to engage in polemics, which is another valuable tool in the lexicon. Communists draw intellectuals into polemic on nuances of communism and socialism, blinding the listeners to the simple truths of their fraud by the intellectual wealth of their word tools.

In short, Cleon Skousen knew the truth in his words and those who have dealt long time with communist thought back his points without reservation.

And echoing what Uncle Jacque says, communists (and one may include all of that stripe) use words differently than us. Words to us have meaning and we convey those meanings in predictible fashion and are understood accordingly.

But communists (liberals, democrats, socialists, baathists) use words as tools. They issue words as weapons to achieve an effect. (Not an understanding of a thought conveyed) So, they have no interest or concern as to how the recipient understood the words, but only upon the effect that lanced missle creates. They call us a bigot, not because they think we are bigots, but because of the reaction we will have. The pattern is consistant to the point of boredom.

Communists and allies use the same tired arguments over and over for one good reason. It works. Only when it quits working, will they try something else.

At one point in my life, I laughed off their clumsy techniques as too goofy to worry me. No longer, the more I watch that inevitable march of ants, the more steeled I am against this awesome evil force.

I know better than to fall into the trap of debating them. It is a waste of perfectly good words.

Well, thanks for all that, but it's a bit irrelevant to what I was saying. My only complaint was that this (the 1963 Congressional Record about the Communist Agenda) seems to get posted here as often as I've seen emails about Bill Gates and Disney World offering me a $5000 vacation if I forward an email to 20 people. It gets a little old.
