I just accessed web servers at NYU, Rockefeller, Columbia and CUNY. All are on Manhattan. All seemed to be up. UPS units, or is this not a widespread outage?

I second that. Had a surge at about ten minutes after four. Noticed the fan speed up and then my clock flicker for a few seconds. Many radio stations are dead for the moment.
