Sounds like he's a stalking horse for Dean..Clark's criticism of all things Bush on the WoT will give Dean some cover....this is also possibly a try-out for Clark as a VP candidate..

Russia’s participation in KFOR was made possible by the signing of a separate agreement in Helsinki. The integrated force became operational as Serb forces withdrew from the province and the work of restoring peace and stability began. Russia contributed the largest non-NATO contingent to the Kosovo force."
