And Hillary Clinton was on the war path again yesterday and she declared that the White House conspired to change statements the EPA made about New York City’s air quality during the weeks after September 11th. This is what she said.
       (BEGIN VIDEO CLIP)
       SEN. HILLARY CLINTON (D), NEW YORK: . what transpired in the White House. I know a little bit about how White Houses work.

       SCARBOROUGH: Sure, she knows about how the White House operates. She spent eight years there running the place. Right now, listen to this. Hillary gives us a glimpse of the old Clinton administration playbook.

       CLINTON: I know somebody picked up a phone, somebody got on a computer, somebody sent an e-mail, somebody called for a meeting, somebody in that White House probably under instruction from somebody further up the chain told the EPA don’t tell the people of New York the truth. I want to know who that is.

       SCARBOROUGH: Yes. I bet she knows how that’s done. It’s called Clinton strategy 1 on 1 — 101. And then, we got to quote, you just lie and you say, I don’t remember a thing. Y you pick up a phone and you sneak the intern out the side door. You get on the computer and you e-mail secrets to the Chinese. You send them an e-mail, let them know the Lincoln bedroom is for sale, and if you get caught, you grandstand. And then you get somebody lower on the chain to take the fall, or blame everything on a vast right-wing conspiracy.
       And one more thing in the Clinton play book; never, ever take responsibility for any personal short coming or failure. I am glad to see the Clintons are still in top form and still playing by their own rule book.
