In my county in Illinois I can go to their site on the internet and look at who's been arrested, the charges, plead, fines, sentences etc....check to see if your area offers that.

I don't know what your financial status is, but for a top-rate, comprehensive background check you can always go to someone like the Sutton Group. It will likely cost quite a bit of money, so it doesn't make sense to pursue this unless there is likely to be a serious criminal prosecution as a result.

He doesn't have a car, and he wrecked my daughter's car.
I talked to the officer who wrote the accident report about the NCIC check, and he told me that he could not run a check unless the guy was arrested, or that there was PC for an arrest.

Records you get over the internet are a good start, but they still might not be complete or up to date. A lot of states have put together statewide databases and some are better than others. Maryland's is good, but the rest aren't so complete. A lot of records might be missing from the database (you know how bureaucracies can lose paperwork). You said you already have some information. It's a good start. Your best bet, if you're doing it yourself, is to go to the courthouse of each county listed in the information you already have. I don't mean you have to go there physically, but contact them. Criminal records are public records (unless they are sealed).
But hiring a private detective to do all of this for you is even better. They usually have "contacts" in various law enforcement agencies, if you know what I mean.
But whatever service you use, make sure they do not rely solely on computer/internet databases, but follow up with the individual county courthouses.
I used to do background checks for my company all the time, but we used services that are geared towards businesses, so they don't cater to the general public.

Interesting. This guy has lived here in VA only since last November. All his transgressions are in the Champaign Urbana area. We tried the state site, and that did not help much as far as "instant access".
What is the your county's site URL?

Actually obtaining somebody's credit report through subterfuge might be a crime these days, what with all the Internet privacy laws.
I always get my bankruptcy clients to pull their own credit report, and it's really easy if you have a social security number. Sometimes I am tempted just to get it myself but I am not 100% sure that's ok so I don't.

If your daughter's car insurance is in her own name separate from your policy, you've got a little harder route. If it's on your policy, your insurance company should be more than eager to help. Either way, call the relevant insurance company (even if no collision insurance was carried), tell them what you know, and see if they can help you know more. They're pretty astute at investigating lowlifes. They're constantly having to catch those staged accident rings.

Call the courthouse for whatever county Champagne is in and ask them how to go about getting a criminal record search done.
I'd be leery of anything related to violence, such as assault, threatening phone calls and/or trespassing. Keep an eye out for dishonesty or money problems, such as a string of bad checks (anybody can write a bad check, but when there's 10 or 20, you know they have a problem with money).
