That is a different type of fear.
The Bible teaches that the fear of God is the beginning of knowledge. That type of "fear" is the knowledge that He is the Creator, and is omnipotent, omnipresent and just. It means to respect Him for what He is.
The best corolation I can think of is the "fear" a child has towards a loving but firm parent. My 3 year old daughter knows I love her, but she also knows that if she is disobedient, there are consequences.
God is our Father, and he is both just and loving. THAT is what fear of the Lord means. The knowledge that there is a God, and HE is God, not us.

If your referring to Article III Section 2 I still don't see a grant of any such powers.Once again Moore made No law.

First of all, no federal judge has the authority or jurisdiction over any state in matters not granted to them by the constitution, the case of the 10 commandments are clearly off limits to the Federal judges.
Secondly, the laws do not come into conflict with the constitution, (name one law that was established by the placing of the monument.)
The reason that the other 8 justices voted to remove the monument is because it would have been foolish for the state to take up the fight and the financial responsibilities when it appears that Roy Moore will go to the Supreme Court anyway at no cost to the state.
Seems to me like Alabama has a plan..
