Simple economics, nothing more. Canada subsidizes film production and gives you tax credits that you can't get in the states. On average, you get between 30 to 35 percent more for your budget shooting in Canada.

No mystery - a lot of Showtime productions are filmed in Canada due to expense. It is much cheaper there.
