Bill's a sleazeball, but IMHO it's always been more about popularity for him; he just wants to be the center of attention. Hitlery, on the other hand, wants to change the world and turn America ultrasocialist. (Remember, it was "HillaryCare," not "BillCare," and when it blew up in her face, Bill did nothing to save her pet project ... he wanted to remain popular and get reelected.)

Yes. He could even be her VP running mate. "But no person constitutionally ineligible for the office of President shall be eligible to that of Vice-President of the United States." (last line of XII Amendment)

(last line of XII Amendment) He's not constitutionally ineligible of serving if he finds himself in the right place at the right time and is appointed to the presidency. He's only ineligible to be elected.
That line of the Twelfth Amendment was put in to ensure that nobody could ever run for the presidency with a VP candidate who was completely unqualified to take over if something happened (an 18-year-old coed, a non-native citizen, etc). After all, that would defeat half of the purpose of having a VP in the first place. Bill Clinton is native-born, over 35 ... he's qualified. He just cannot attain that office again by running and getting elected.

The mediots/videoits have been lying about President Bush's popularity for weeks since their failed Yellowcake Scam.
Then, those lies are posted by their bed buddies on Free Republic, the pseudo conservatives as dire warnings about November 2004.
