That story is very vague as to details (Is it 87-octane unleaded, diesel #2, JP-5, heavy oil, or something else; is that worth wholesale, retail; what, if any, taxes/fees are part of that price). Assuming that is gasoline (even with that assumption, it probably wouldn't be usable anywhere in North America), that would translate to $1.05-$1.15/gallon.
