If my cell phone gets any such calls I will take it up with my provider and expect them to block those. If they refuse, then I will screen which is no big deal.

"LOL. Even worse are the phones that beat you over the head and force you to answer them." Those must be the ones that are marketed as giving the owners complete control over who dials into them, leading them to believe that all others will be be treated as trespassers and thieves of their private resources.

What if it's several different neighbors calling on different nights? Can you just sue all neighbors in general, the way you want to sue all telemarketers?
