GOVERNOR DAVIS SIGNS WOMEN'S HEALTH, REPRODUCTIVE RIGHTS LEGISLATION 10/02/2003

Governor Gray Davis signed a package of women's health care bills that continues California's role as a champion of women's rights. "I have signed legislation that increases a woman's protection against hate crimes, allows them the right of free choice and provides them with more rights in domestic violence cases," Gov. Davis said. "I am proud that the legislation I am announcing today keeps California on the forefront of women's rights issue." SB 490 by Senator Dede Alpert (D-San Diego) authorizes a licensed pharmacist to furnish emergency contraception to women in accordance with standardized procedures and protocols developed by the Board of Pharmacy and the Medical Board of California, in consultation with specified entities. Under current law, physicians are citing liability concerns when declining to establish a protocol with individual pharmacists. SB 490 provides a second process which allows pharmacists to furnish emergency contraception under a statewide protocol developed by the two relevant state boards. "Emergency contraception should be available to any woman who needs it, whenever she needs it," said Sen. Alpert. "That's why I authored SB 490-to ensure that emergency contraception would be available to women across California, including those who live in rural areas, and that any pharmacist on duty could dispense it." SB 545 by Senator Jackie Speier (D-Hillsborough) prohibits licensed pharmacists from charging patients a separate administrative fee of more than $10 for initiating emergency contraception (EC) therapy. Pharmacists are still free to negotiate reimbursements from insurers. In addition, this bill:
AB 663 by Assemblymember Sally Lieber (D-Mountain View) prohibits a physician, surgeon or a student undertaking a course of professional instruction at a clinical training program from performing a pelvic examination on an anesthetized or unconscious female patient unless the patient has consented to the examination. This bill would allow for a pelvic examination when it is within the scope of care for a surgery or a diagnostic examination to be performed or when necessary for diagnostic purposes on an unconscious patient. "This is an important measure to give women confidence and protection in our healthcare," said Assem. Lieber. AB 996 by Assemblymember Patricia Wiggins (D-Santa Rosa) extends to reproductive health services facilities an existing prohibition on insurers from canceling or refusing to renew a property insurance policy due to claims arising from specified hate crimes. The bill also prohibits an insurer from imposing an excessive or unfairly discriminatory property insurance premium because a facility has been the victim of a hate crime. SB 71 by Senator Sheila Kuehl (D-Santa Monica) provide school districts with clearer definitions, requirements and guidelines ensures that California students receive accurate and factual information about abstinence, human sexuality, contraception, pregnancy and sexually transmitted diseases. SB 71 establishes the California Comprehensive Sexual Health and HIV/AIDS Prevention Education Act. It would repeal, amend, expand, consolidate and renumber various code sections of existing law governing instruction in public schools on HIV/AIDS prevention and sexual health education. "School districts, parents, teachers and students will now have a greater opportunity to understand and follow the law regarding HIV/AIDS and sex education instruction," Sen. Kuehl said. "Parents will continue to have the right to decide to teach their children about sexuality or disease prevention, but they'll also have the right to know that their school districts are teaching scientifically accurate and comprehensive information about these topics." AB 561 by Assemblymember Sally Lieber (D-Mountain View) codifies within the Office of Family Planning in the Department of Health Services the Male Involvement Program, the Community Challenge Grant Program, the TeenSMART Program and the Information and Education Program as part of the existing teen pregnancy programs.

I didn't say I was his brother. I said I was his friend. Why am I his friend? Because I met him as a grassroots activist when he was an Assemblyman representing the West Valley. I realized then that he is the ideal conservative and I knew he had a bright future. Our paths have crossed professionally many times over the years and we agree on public policy issues.
Also for the record, when this race began it wasn't a Tom or nothing position for me. I was torn between two fine conservative men.
As for Arnold I would oppose him if my worst enemies were running against him. Not because of any personal allegiances, but because he is an offensive LIBERAL. I have supported conservative jerks over liberal nice people many times. I even have some liberal friends who I would oppose if they ever ran for political office.
Your argument that the arguments of friends of a candidate should be discounted doesn't hold water outside of a gradeschool playground. Grow up.

I either read it on an on-line newssite - or I heard it on conservative talk radio. What's the difference anyway? 4 months or 9 months? Same thing to me. Arnie is a LIBERAL! Period. End of story.
