If he/she acts once, as Saddam already has - using WMDs on at least 40 villages, murdering thousands with chems - your college student will be 'pre-emptively' taken out by honorable Americans before 'he' murders another innocent.Islamic Jihad types tend to kill themselves along with the intended targets. They like easy, soft targets like restaurants and shopping malls. A subway station is another high value soft target.
