Local NBC station in Philly is reporting federal warrants are being served in at the Municipal Services Building.
There is also a report of an emergency meeting of Mayor Street's cabinet taking place right now..

Looks like the FBI is calling Street's bluff. Obviously, someone tipped him off to the bugs. He then decided to expose their existence to 1) help mobilize his supporters in a tight election and to 2) cripple the investigation before it could succeed (and perhaps send him to jail even if he wins the election).
Clearly, the FBI's decided that waiting a month till after the election to move is a moot point now.

I don't think investigations, an indictment, or even jail time is going to hurt Mayor Street in a city like Philadelphia. And that has nothing to do with his skin color. I can't remember the last time that Philly has had a mayor who WASN'T a crook.

From reports I have seen .. this isn't about the election .. this investigation has been on going for some time and was brought to the front because Street had the Police Chief come in and do a sweep of his office

The worst part about the MOVE bombing was that it showed that no one was in charge and everyone was incompetent. The Police and Fire Departments didn't bother to consult the Mayor on the decision. The Police didn't consult with the Fire Commissioner. Lower level police supervisors didn't give the Police Commissioner all the info he needed nor did they consult the firemen about the wisdom of letting a rowhome fire burn the felons out. The guy who made the bomb unilaterally decided to add C-4 to the Tovex (sp?) without telling anyone (he felt that the Tovex wouldn't be enough to take out the homemade roof bunker -- C-4 produces fire, Tovex was meant for mines so it produced very little). Only one cop on the force had ever had hostage negotiation training (he paid for it himself). Those were just some of the problems that day. And Mayor Goode's lack of control extended to the rebuilding -- worthless crappy homes were built at a cost three to four times what it should have been.

The interesting thing is what effect a Katz victory may have on the '04 election. I believe that PA was one of the states Bush was *supposed* to have won in 2000, but didn't after the City of Brotherly Love had nearly a 100% election day "turnout" for Algore...

The Carpenters are mad because Street and Rendell replaced them at the Convention Center with state workers.
Though, to be honest, they needed to be replaced. They were driving away business with their extortionate demands, lack of productivity, and sheer orneriness. State workers are actually an improvement (a remarkable statement).

No bid means that there was no competition or notice of a contract up for bid. The contracts were simply assigned to someone. Generally, no bid contracts are only supposed to be for rather small stuff where prices are low and pretty generic (or for some emergencies -- i.e. a bridge falls down and needs to replaced yesterday).
Minority set asides require that a certain percentage of contracts should go to minorities. But competitive bidding is still required. A higher bid might be accepted if the bidder is a minority and the bid is close. But the bid isn't just given without bidding or notice.
