Although, I believe it's more of a union-driven thing. The more failures in schools, the more "remedial" teachers, psychobabblers, etc., Thus more dues-paying and party-line voting members, and thus more power.

Of course there is that element -- the unions, the ambulance-chasing lawyers, those who want to build bureaucratic empires, politicians who claim that they can make everyone "safe." I don't deny their power, but they are just fellow-travellers trying to profit from the system. Ultimately, however, "zero-tolerance" is being orchestrated by those who have a totalitarian agenda.
