A question of downsizing the papacy

Never having been made a cardinal, retired Archbishop John R. Quinn of San Francisco will not be participating in the conclave that will elect a successor to Pope John Paul II. But the 76-year-old Quinn thinks that some of the electors could literally take a page from his book in choosing the next pope.

This article opens up a very interesting discussion. I believe Pope John Paul II did begin to ask the question concerning Papal authority concentrated in Rome vs the authority each bishop has. There are technical terms for each but I'd have to do some more research to describe them better. Maybe someone else has an understanding of this debate and the arguments pro and con.

The LA Times will more than likely print a followup article suggesting Downsizing the Papacy isn't enough. The church must consider Out Sourcing the Papacy to the UN.
