I would think it is a proper term to use. The Pope is the ruler of Vatican City, which is sovereign country, and he rules as a monarch. Also, he is the leader of the Catholic Church, an institution that is clearly hierarchical.

Not many people know this, but in actual fact the Feast is known as "Corpus Domini" in Rome. ;)
