Question just out of curiosity: Is there a role for permanent deacons in the celebration of the traditional Mass? Thanks

I have no idea. Probably not.

In the Novus Ordo Mass they read the Gospel and can preach at the descretion of the presider.

I don’t see why not - at least in the Solemn High Mass. A deacon and subdeacon are required in the SHM. Often two additional priests wind-up performing those roles (and even a layman can act as subdeacon in a pinch), but there’s no reason to suppose that permanent deacons couldn’t perform the actual role that bears their name. Deacons, while not required, certainly can assist the priest in a High Mass, and there is no reason why they couldn’t preach at any TLM, even a Low Mass.
