Perhaps there is a catholic person who is interested in which doctrines carry biblical authority and which carry extra-biblical authority?

Since catholics consider all their authorities to be equal and non-contradictory, I see know reason to hide from this discussion.

Catholics believe that verse establishes the primacy of Peter. There are other verses to establish the apostolic succession.

Is there no champion among the RCC faithful able to engage in an honest, civil, Bible-based debate?

Judging by #53 the Protestants capable of doing so are mighty thin on the ground.
