No. The passage is about God extending mercy to the Gentiles and His future plans for Jews.
As such, mercy has been extended to each in turn. All individuals, however, are not saved,
as the rest of Romans makes clear.

Just as "all men" does not mean every man will be saved, so the entire "nation of Israel" will not be saved.

Those who think that the church has not fulfilled the promise are dead wrong.
