You're right--it is colonization. I run a public library, and guess what? Over the last several years we have--twice!--received, unsolicited, Wahabbi prosletization materials. Small, colorful, paperback books circa 100 pp., two copies.
Received them twice, total of four. I assume all other libraries received 'em.
That's a helluva lotta postage. $$$
