Luther was probably thinking of the Jewish theocracy in place around the time of Jesus in comparing the Catholic Church to the Jews? Certainly the Jews in Luther’s time had no organizational structure at all, a trait that served us well except when it really really didn’t.
Maybe somebody else will supply the needed context here, but I take it to mean that Catholicism is the most Jewish of all the Christian groups. Which I take as a compliment :o)
